Budget 2027 Malaysia: What Changes for Companies, Employers and Owners

A briefing on the Budget 2027 measures that affect a Malaysian company, its payroll, its expatriate hires and its owners, with effective dates and what to do before year end.

Quick answer: Budget 2027, tabled on 9 October 2026, cuts the MSME tax rates to 14% on the first RM150,000 and 16% on the next RM450,000 from Year of Assessment 2027, raises the minimum wage from RM1,700 to RM2,000 from June 2027, and lifts the small value asset limit to RM3,000 per asset. Spouses of Category I Employment Pass holders will be allowed to work from 1 January 2027, and non-MSME companies will be able to claim salary deductions only for wages paid through financial institutions from YA 2028. Individual rates, reliefs and several incentives also change.

Key takeaways

  • MSME rates fall to 14% and 16%, the rate above RM600,000 stays at 24%, from YA 2027.
  • Minimum wage rises to RM2,000 from June 2027, with an exemption for MSMEs with annual sales below RM50 million.
  • Small value assets: RM3,000 per asset, and RM30,000 overall for non-MSME companies.
  • Salary deductions for non-MSMEs will require cashless payment from YA 2028.
  • Dependant Pass spouses of Category I Employment Pass holders may work from 1 January 2027, subject to conditions.

The Federal Government's 2027 expenditure is RM459.8 billion, made up of RM376.8 billion in operating expenditure and RM83.0 billion in gross development expenditure. The fiscal deficit target is 3.3% of GDP and the revenue estimate is RM380.8 billion. The measures below are those most relevant to a private company and its owners. They are drawn from the Ministry of Finance's speech, tax measures appendices and summary of measures.

Status of These Measures

The measures were announced in the Budget and carry the effective dates stated by the Ministry of Finance. The tax measures document describes them as proposals. They take legal effect through legislation and the orders, guidelines and rulings that LHDN, Customs and other agencies issue, so confirm each item against the final law before you rely on a figure in a tax computation, a payroll run or a contract. Where the Ministry's own documents differ, this page says so.

Who Is Affected: Our Reading

The table below is our reading of which measures matter to which type of business. It is a guide to where to look first, not a substitute for checking your own facts.

Business type Measures to look at first
Owner-managed trading or service company, MSME MSME rates of 14% and 16%, small value asset limit, minimum wage exemption test, PTPTN deduction, owners' personal reliefs
Larger private company that is not an MSME RM30,000 overall cap on small value assets, cashless wage payment requirement from YA 2028, accelerated capital allowance, minimum wage cost
Manufacturer Sales tax refund on machinery and inputs bought from local traders, accelerated capital allowance for local machinery, green technology allowances
Company with expatriate staff Dependant Pass spouse measure from 1 January 2027, MyABE five working day target, Global Services Hub changes
Regional or shared services company Global Services Hub rates, Treasury Fund Management exemptions, foreign currency loan stamp duty cap
Start-up or investor-backed company Angel investor and equity crowdfunding extensions to 31 December 2030, MSME financing facilities, AI adoption support

1. Company Tax: MSME Rates

Chargeable income Current MSME rate Budget 2027 (YA 2027)
First RM150,000 15% 14%
RM150,001 to RM600,000 17% 16%
Above RM600,000 24% 24%

The eligibility test in the Budget document is paid-up capital (companies) or partnership capital (LLPs) of RM2.5 million or less and annual sales of RM50 million or less. The document does not state any change to the foreign ownership rule that LHDN's public ruling applies from YA 2024, so read the two together. The Ministry estimates about 300,000 MSMEs will gain up to RM6,000.

Worked example. A qualifying MSME with chargeable income of RM700,000 pays RM21,000 on the first RM150,000 (14%), RM72,000 on the next RM450,000 (16%) and RM24,000 on the remaining RM100,000 (24%), a total of RM117,000. At the current rates the tax is RM123,000, so the saving is RM6,000.

Planning points. The new rates apply from YA 2027, which for a company with a 31 December year end is the year ending 31 December 2027. A company with a different year end should check which basis period falls into YA 2027 before it changes its instalment estimate. The paid-up capital test is measured at the beginning of the basis period in LHDN's ruling, so a share issue during the year does not by itself move a company out of the MSME band for that year. Companies near the RM50 million sales limit should model their gross income carefully, because crossing it moves the whole company to the standard 24% rate.

2. Capital Allowances

Item Current Budget 2027
Small value asset, per asset RM2,000 RM3,000 from YA 2027
Overall annual cap, non-MSME companies RM20,000 RM30,000 from YA 2027
Overall annual cap, MSMEs No overall cap Continues with no overall cap
Accelerated capital allowance Qualifying expenditure to 31 December 2026 Extended to qualifying expenditure from 1 January 2027 to 31 December 2030, with 20% initial allowance and 40% annual allowance unchanged

The accelerated allowance covers heavy machinery, plant and general machinery from local manufacturers, ICT equipment and software, and customised software development fees. Time purchases with care: expenditure incurred before 1 January 2027 falls under the current period, and expenditure from that date under the extended one.

Illustration. A non-MSME company buys four laptops at RM2,800 each, a total of RM11,200. Under the current RM2,000 per-asset limit none of them is a small value asset. Under the RM3,000 limit from YA 2027, each is below the per-asset limit, and the RM11,200 sits within the RM30,000 overall cap for non-MSME companies. Check the allowance rules in the final legislation for how the claim is calculated.

3. Employers and Payroll

Measure Detail Effective
Minimum wage From RM1,700 to RM2,000 a month, benefiting more than 4 million workers. MSMEs with annual sales below RM50 million are exempted June 2027
Salary deduction Companies other than MSMEs claim a tax deduction on salary only where wages are paid through a bank account permitted under the Employment Act 1955 or a cashless instrument. Non-salary expenses are not affected YA 2028
PTPTN repayments Tax deduction for an employer who repays an employee's PTPTN loan, if the employer does not charge the employee, the employee is full-time, and is not the owner or a family member of the employer Repayments from 1 January 2027 to 31 December 2028
Bakat Madani Tax deduction for companies providing Bakat Madani training programmes 29 June 2026 to 31 December 2030
SOCSO relief for employees Existing RM350 relief continues and extends to mandatory Lindung Kendiri contributions for some transport workers and hawkers, with a further RM150 for voluntary contributions in 17 sectors YA 2027

The Ministry's documents give the Budget's minimum wage figure and date, but this page has not seen the minimum wage order that will implement it. The exact scope of the MSME exemption should be read from that order when it is issued. The speech gives no effective date for the bank account requirement, and the tax measures appendix states YA 2028.

Illustration. An employer with 10 staff each paid RM1,700 who must move to RM2,000 faces an extra RM300 a month per worker, RM3,000 a month and RM36,000 a year in basic wages for the ten, before any statutory contributions that are calculated on wages. If the company is an MSME with annual sales below RM50 million, the announced exemption may apply, so read the order before you budget.

Other employer-related announcements. The Prime Minister's speech also covers a rise in the living wage benchmark for government-linked investment companies and government-linked companies from RM3,100 to RM3,400 a month, automatic EPF registration of every citizen at age 18, EPF matching incentives of up to RM600 a year for gig workers, and SOCSO matching incentives for gig workers and for self-employed people in 17 non-mandatory sectors. These mostly affect platforms and the self-employed rather than a typical private company, but they may change what your staff and contractors expect.

4. Expatriates and Hiring

Employment Pass and Dependant Pass

Dependant Pass spouses

  • The Prime Minister's speech says that from 1 January 2027, spouses of expatriates holding a Category I Employment Pass, who themselves hold a Dependant Pass, will be allowed to work in Malaysia, subject to prescribed conditions.
  • The Ministry's summary of measures describes the same change for spouses of Dependant Pass holders without naming Category I. This page follows the speech, which is more specific.

MyABE companies

  • Initial Employment Pass processing for MyABE companies is expedited to a target of five working days, with the Securities Commission and TalentCorp facilitating the first stage.

What to do now

If you employ or plan to hire expatriates

  • Check whether the employee holds a Category I Employment Pass and whether the spouse holds a Dependant Pass.
  • Wait for the conditions and procedure from Immigration before advising a spouse to start work.
  • Until the conditions are published, do not assume a spouse may work.

January to March 2027 Update payroll models and budgets for the RM2,000 minimum wage. Review instalment estimates for YA 2027 under the new MSME rates. Watch for Immigration's conditions on spouse employment
April to June 2027 Confirm the minimum wage order and whether the MSME exemption applies to your company. Move any cash wage payments to bank transfer
Second half of 2027 Prepare YA 2027 computations using the new rates, the RM3,000 small value asset limit and the revised reliefs for owners

  • List asset purchases planned around 1 January 2027 and test them against the allowance periods and the RM3,000 limit.
  • Model payroll at RM2,000 minimum wage from June 2027, including EPF, SOCSO and EIS, and check whether the MSME exemption applies.
  • Move all salary payments to bank transfer so that wage deductions are not at risk from YA 2028 if you are not an MSME.
  • Review expatriate staff, and watch for Immigration's conditions on Dependant Pass spouses.
  • Review the owners' personal reliefs for YA 2027.

What This Page Does Not Cover

This page covers the measures that affect most private companies and their owners. It does not cover every appendix, such as the Sukuk Prisma issuance cost deductions, the Langkawi-origin goods list, the school and university contribution deductions, or the entertainment duty exemptions for named venues. The Ministry documents reviewed for this page do not describe e-invoicing or SST rate changes beyond elderly care, so no change should be assumed. Measures aimed at individuals outside business, such as the SARA and STR cash assistance, are also outside its scope.
